Chair Tim Sather opened the work session meeting at 6:00 p.m.
The following trustees and officers were present: Billings Public School District 2 Trustees Susan Layton, Gordon Klasna, Tanya Ludwig, Joseph Orazecz, Ph.D, Greta Besch Moen, Ph.D, Janna Hafer, Superintendent Terry Bouck, Financial Officer Mike Arnold and Business Official Daniela Walsh. Lockwood Trustees Susanne Vinton, Tim Sather, Kat Luhman, Michelle Gomez, Joe Borgstrom, Teresa Stroebe, Superintendent Tobin Novasio and District Clerk Laurie Noonkester. SD2 Trustee Mike Leo, Joseph Raffiani, Rob Rogers and Lockwood Trustee Scott Kiekover were absent from the proceedings.
Guests included Montana State Senator for District 22 Taylor Brown, Evelyn Pyburn with the Yellowstone County News, Matt Hoffman with the Billings Gazette and additional guests as registered.
The Lockwood Board of Trustees are meeting in a work session with School District #2 High School Trustees to discuss issues of concern to both districts, build relationships and discuss future opportunities for collaboration.
Lockwood Board of Trustees Chairman, Tim Sather began by welcoming everyone to the meeting and started the conversation by explaining the reasoning behind the Lockwood Community’s desire to expand the school district to include grades 9-12.
Lockwood Trustee Susanne Vinton clarified, the current legislative moratorium prohibiting the creation of new high school districts must be lifted and local control given back to the voters must be addressed before discussions can even have merit.
Lengthy discussion was held regarding the desire of SD2 to put forth a survey to gather data whether Billings and Lockwood voters are in favor of an increase in taxes supporting the expansion issue. Lockwood Trustees opposed spending tax payer monies by asking a question regarding something that is currently illegal.
SD2 Trustee Janna Hafer posed the direct question, "What is the Lockwood Board asking of the SD2 Board?" Lockwood Chairman Tim Sather answered, "To not fight against us and the right to vote on the issue."
Further discussion on the SD2 proposed survey was held.
State Senator Taylor Brown discussed the details of SB107 and addressed concerns of the SD2 Trustees regarding K-12 expansion issue. He further suggested both Trustees work together using SB107 language as a basis.
Lockwood Chairman Tim Sather concluded the work session by adjourning at 7:31 p.m.
